Canada PR in 2026: New Immigration Priorities, Express Entry Changes and What Life in Canada Really Costs
Canada's immigration system is undergoing an important shift in 2026. While Canada PR remains a major pathway for skilled professionals, the government is placing greater emphasis on economic immigration, targeted occupations, French-language ability and transitioning skilled temporary residents already established in Canada.
At the same time, prospective immigrants need to look beyond obtaining permanent residence. Housing costs, employment, settlement support and the overall cost of living should be part of the decision.
Here are the key Canada PR updates for 2026 that skilled professionals and families should understand.
Canada Plans 380,000 Permanent Residents in 2026
Under Canada's 2026–2028 Immigration Levels Plan, the government has set a target of 380,000 permanent resident admissions annually for 2026, 2027 and 2028.
Economic immigration remains the largest component. For 2026, Canada has allocated 239,800 admissions to economic immigration, including Federal High Skilled programs, Provincial Nominee Programs and other economic pathways.
This shows that Canada continues to need skilled immigrants, although selection is becoming more focused on labour-market requirements.
Greater Focus on Applicants Already in Canada
One of the biggest developments is Canada's increased focus on converting suitable temporary residents into permanent residents.
