In 2026, eligible candidates can pursue Canadian permanent residence through Express Entry pathways without first securing a Canadian employer. Canada also stopped awarding CRS points for job offers in March 2025. Can You Get Canada PR Without a Job Offer?
Yes. Express Entry manages three federal economic immigration programs:
- Federal Skilled Worker Program (FSWP)
- Canadian Experience Class (CEC)
- Federal Skilled Trades Program (FSTP)
A job offer is not required for FSWP or CEC. FSTP applicants generally need either a qualifying Canadian job offer or a Canadian certificate of qualification.
However, being eligible for Express Entry does not automatically mean receiving an Invitation to Apply (ITA). Your profile must meet the requirements and, where applicable, be competitive in an invitation round.
