The state settlement commitments and federal visa conditions are separate obligations. A larger points contribution under Subclass 491 does not guarantee selection, and state nomination does not itself grant a visa.
Queensland Subclass 190: a direct permanent residence option
The Skilled Nominated Visa Subclass 190 is an attractive option for eligible professionals seeking permanent residence through state nomination.
Its appeal is clear: successful visa applicants become permanent residents on grant. For someone with a strong Queensland employment connection—or an eligible offshore profile when that pathway is accepting candidates—it can support a settled, long-term plan.
The practical question is whether your profile meets both the federal visa requirements and Queensland’s relevant stream criteria. A suitable occupation alone is insufficient. Your employment evidence, English, points and any registration requirements must also withstand scrutiny. Queensland’s selection process operates within limited nomination places. This is a five-year provisional visa. Eligible holders may apply for permanent residence through Subclass 191 after holding an eligible visa for at least three years and meeting the applicable requirements. The Gold Coast and Sunshine Coast are included in the federal regional classification, while Brisbane is generally outside it. Queensland state nomination pathways: what the published framework says
The following is a planning reference based on Queensland’s last-published pathway pages. Confirm the new program’s rules when announced before relying on any threshold or submitting an ROI.
Skilled workers already living in Queensland
The published onshore framework required an occupation on the Queensland Onshore Skilled Occupation List, at least 65 points and Competent English.
Immediately before submitting an ROI, applicants needed to have lived and worked in Queensland for nine months for Subclass 190, or in regional Queensland for six months for Subclass 491. Qualifying employment had to be post-qualification, at least 20 hours weekly and within the same first three ANZSCO digits as the nominated occupation. Applicants also needed to remain in eligible employment through the relevant stages.
These are stream-specific rules: overseas experience does not replace a required period of Queensland employment. Published onshore requirements
Skilled workers living outside Australia
For professionals researching Australia PR from India, the offshore pathway deserves careful attention when applications reopen.
The published framework required an eligible offshore-list occupation, at least 65 points, Competent English and at least one year of skilled experience in the nominated or closely related occupation. Applicants had to remain employed in the nominated or closely related occupation at invitation and nomination.
A Queensland job offer was not a general requirement on that published page. Occupation-specific caveats still mattered, and some occupations were eligible only for Subclass 491. Recheck these settings when the next program opens. Published offshore requirements
Queensland university graduates
The graduate pathway combined study and employment requirements. Published settings covered qualifying bachelor’s, master’s or doctoral study completed entirely in Queensland, meeting the Australian Study Requirement, with graduation after 1 July 2021.
They also required nine months of Queensland residence and work for Subclass 190, or six months in regional Queensland for Subclass 491. Eligible work could be in the nominated occupation or another ANZSCO Skill Level 1 occupation, with additional conditions including post-qualification work of at least 20 hours per week.
A Queensland qualification therefore needs to be considered alongside the employment and occupation criteria. Published graduate requirements
Building and construction workers
Queensland’s published construction pathway offered a distinct option for specified occupations. It required three months of Queensland residence and qualifying work before the ROI, with employment of at least 20 hours weekly and other occupation and qualification conditions.
The state indicated an intention to nominate eligible selected candidates for Subclass 190 where federal eligibility allowed, with Subclass 491 relevant in certain cases. This was not a general offer to every construction worker. Check whether your precise occupation is included and whether the pathway continues under the next settings. Published construction pathway
Regional small business owners
The Subclass 491 small-business pathway has restrictive legacy arrangements. The current page says eligible Pathway 2 businesses started before 19 September 2025 may lodge when the 2026–27 program opens; businesses purchased after that date are ineligible under Pathway 1.

Queensland skilled occupation list: check your exact fit
Searches for the “Queensland skilled occupation list” are a useful starting point, but eligibility requires a closer reading than finding a familiar job title.
The published 2025–26 offshore list, for example, included civil engineers, mechanical engineers and construction project managers for both nominated subclasses, while project builders were listed for Subclass 491 only. From preparation to application: the Queensland process
Under the published process, applicants first create or update a SkillSelect Expression of Interest, then submit a Queensland Registration of Interest when eligible and the program is open. An EOI and an ROI are different submissions.
Queensland requires a new ROI for each program year. Its published process gives selected applicants 14 calendar days to submit their nomination documents and fee. Preparation can begin before reopening. Organise identity documents, qualification records, employment references and English evidence; identify inconsistencies between your CV and supporting records; and review which claims require updated documents. Fees and timing: build a realistic plan
Queensland currently lists skilled nomination application fees as “To be advised.” Budget separately for federal visa charges, skills assessments, English testing, health examinations and any professional service fees. Recheck official charges before paying. Queensland application fees
