Canada's latest immigration announcement could change the plans of thousands of people hoping to settle in the country. The government has announced a special measure to help up to 200,000 people already living in Canada move towards permanent residency (PR) by the end of 2027. Along with this, the country is planning up to 422,000 regular PR admissions in 2027.
Together, these figures bring the maximum number to 622,000. However, the announcement is not a new PR program open to everyone. A significant part of the plan is meant for selected temporary residents who are already in Canada.
The details were announced , through Canada's Budget 2026 and the 2027–2029 Immigration Levels Plan.
How Will Canada Reach 622,000 PR Places?
Canada's plan has two separate parts. The first covers regular permanent resident admissions, while the second provides additional space to transition eligible temporary residents already in the country.

Regular PR admission target for 2027
380,000

The regular PR target is 380,000, although the government has kept an operational range of 352,500 to 422,000. The 622,000 figure is based on the upper limit of regular admissions plus the additional 200,000 transition places.
Who Can Benefit from the 200,000 Special PR Places?
The government has divided this temporary measure into two groups: skilled workers and humanitarian applicants.
Category
Number of places
Purpose
Workers cohort
Up to 100,000
Transition eligible workers already in Canada, along with their accompanying families
Humanitarian cohort
Up to 100,000
Help people already in Canada who have been waiting for permanent residency.
Total
Up to 200,000
For the workers category, the federal government will work with provinces and territories to identify people who can support regional labor market needs.
This includes workers eligible through the Provincial Nominee Program (PNP) and selected federal immigration pathways. The government will also consider people who have already applied under certain programs, including the Atlantic Immigration Program, Start-up Visa Program, Self-Employed Persons Program, Agri-Food Pilot, and home care worker programs.
The humanitarian category will focus on people who have been waiting for decisions for several years. It includes remaining applications under the Hong Kong permanent residence pathways and the Ukraine Family Reunification Pathway. The government also plans to finalize certain humanitarian and compassionate applications and process applications from spouses, common-law partners, and dependent children of Canadian citizens and permanent residents living in Canada.
What Are Canada's PR Targets for 2027?
Apart from the special transition measure, Canada will maintain its regular permanent resident admission target at 380,000 for each of the next three years.
Economic immigration will receive the largest share, as the country continues to focus on workers who can contribute to its economy and fill labor shortages.
PR immigration category
Economic immigration
244,700
Family reunification
81,000
Refugees and protected persons
49,300
Humanitarian and other
5,000
Total
380,000
The economic category includes skilled worker programs, the Provincial Nominee Program, the Atlantic Immigration Program, and selected economic pilot programs.
Canada has also set targets for French-speaking permanent residents outside Quebec. The target is 9.5% in 2027, increasing to 10.5% in 2028 and 12% in 2029.
What About Temporary Workers and International Students?
Canada is not increasing its overall temporary resident targets. It plans to welcome 370,000 new temporary residents every year from 2027 to 2029, including foreign workers and international students.
The 2027 breakdown is:
Temporary resident category
2027 target
International Mobility Program (IMP)
170,000
Temporary Foreign Worker Program (TFWP)
50,000
Total temporary workers
220,000
International students
150,000
Total temporary resident arrivals
370,000
The International Mobility Program covers work permits issued under various streams that do not require a Labour Market Impact Assessment (LMIA). The Temporary Foreign Worker Program generally requires an LMIA for closed work permits, allowing employers to hire foreign workers when eligible Canadian workers or permanent residents are not available.
These figures cover new arrivals under the relevant programs, not every permit extension or change of status within Canada.
What Does This Mean for Indians Planning Canada PR?
The announcement brings an important message for Indian immigration applicants: Canada continues to give priority to economic immigration, but the special 200,000-place measure is not an open invitation for overseas applicants.
Indians already working in Canada may benefit if they meet the requirements of the selected pathways and are identified under the new measure. However, holding a work permit or study permit alone does not guarantee permanent residency.
For applicants living in India, Express Entry and Provincial Nominee Program pathways remain important options. Candidates should continue to check their eligibility, work experience, language scores, and provincial nomination opportunities. The government has announced the broad plan, but applicants should wait for detailed implementation instructions before assuming they qualify for the special measure.
